Forum on Innovation and Practice of the Whole Link of 4K UHD Channel Construction Successfully Held in Beijing
Wisdom Inspires the Vision・Audio & HDR Vivid for a Brilliant Future
On July 23, 2025, the forum on "Innovation and Practice of the Whole Link of 4K UHDefinition Channel Construction" sponsored by the UWA and the China Society of Motion Picture and Television Engineers, with China Radio & Television International Corporation for Economic and Technological Cooperation as the supporting unit, was held during the 32nd Beijing International Radio, TV & Film Exhibition (BIRTV2025), attracting nearly 200 industrial experts and scholars to attend on site.
01 Speech

Chang Jian, First-class Inspector of the Department of Science and Technology, National Radio and Television Administration, Zhao Guihua, Deputy Director of the Technology Bureau of China Media Group, and Qin Xudong, Second-class Inspector of the Beijing Bureau of Radio and Television, attended and delivered speeches. The forum was hosted by Ning Jinhui, Director of the Research Institute of Program Production and Broadcasting, Radio & Television Planning Institute, National Radio and Television Administration.

Chang Jian said that this year marks the 100th anniversary of the birth of television, and UHD has become a major trend in the development of global video technology. The National Radio and Television Administration has taken the development of UHD as a major task, identified 2025 as a key node for the development of UHD, and put forward the ideas of promoting overall upgrading through key breakthroughs with point leading area, and three prominent promotion strategies: highlighting comprehensiveness, coordinating two major businesses, covering four levels, and coordinating large and small screens; highlighting connectivity, promoting the development of the whole chain; highlighting demonstration, giving play to the leading role of the main platforms in key regions. At present, progress has been made in UHD in terms of content production, program broadcasting, network transmission, terminal reception, and industrial support, but there are also shortcomings. In the future, we need to strengthen overall promotion and connect the whole development chain; strengthen scientific and technological leadership to expand innovation momentum; enhance independent capabilities, consolidate the industrial foundation, and help China achieve high-level self-reliance and self-improvement.

Zhao Guihua pointed out that UHD video technology is the core driving force for the upgrading of the global video industry and an important engine for the high-quality development of China's digital economy. In recent years, China's UHD video industry has achieved leapfrog development. Under the guidance of policies, various ministries and commissions have made remarkable achievements in promoting the construction of UHD channels, forming a pattern of policy escort, standards first, and industrial linkage, with many local practices having brilliant highlights, laying a solid foundation for industrial development. At the technical level, China Media Group has completed the UHD dissemination of many major events with scientific and technological innovation achievements, created a Chinese benchmark, achieved breakthroughs in technical autonomy, standardized system construction, and continuously supplied high-quality content to meet the people's demand for high-quality audio-visual experience. Looking to the future, we need to adhere to innovation-driven, accelerate the research and development of cutting-edge technologies; adhere to application expansion, deepen scenario innovation of UHD in vertical fields; adhere to openness and win-win, and strengthen international technical cooperation.

Qin Xudong said that UHD audio-visual is one of the core driving forces of digital transformation, and the effective promotion by the National Radio and Television Administration has achieved remarkable results. Beijing Bureau of Radio and Television has three experiences in promoting the high-quality development of the UHD industry: first, strengthening the planning of the whole industry layout, formulating more than 10 documents to build a systematic and complete policy tool, forming Beijing experience, and driving industry revenue to achieve a good start; second, building a whole-chain support system, establishing the country's first support fund for the development of the UHD video industry, supporting many projects, driving social investment, and setting up innovative pilot demonstration sites to carry out first trials; third, accelerating all-round integration and innovation, cooperating with multiple parties to create new application scenarios, driving cultural and tourism consumption, and promoting the radiation of high-quality cultural resources in the capital to the whole country and benefiting the grassroots. At present, the development of UHD still faces problems such as content supply and terminal iteration. In the future, the Beijing Bureau of Radio and Television will take the pioneer action plan as the starting point to promote the upgrading of the whole industry chain and build a world-class Chinese digital audio-visual production center.

At the forum, Jiangsu Broadcasting Corporation and Hangzhou Arcvideo Technology Co., Ltd. formally signed a strategic cooperation agreement. The two parties will carry out strategic cooperation with "AI large model + UHD + high-quality content" as the core, and work together to create a new paradigm for media integration development.
03 Keynote Speech
In the keynote speech session, many industry experts shared cutting-edge practices and insights. Lin Fei, Senior Engineer of China Media Group, shared the achievements of China Media Group in UHD innovative applications and NVI promotion; Wang Chongbo, Deputy Director of the Technical Office of the Shenzhen Radio, Film and Television Technology Center, introduced online the end-to-end technical practice of Shenzhen TV's 4K channel and the successful implementation of HDR Vivid; Zhou Hong, Deputy Director of the TV Program Production Center of Beijing Radio and Television Station, shared the experience of 4K channel UHD program production of Beijing TV; Deng Qi, Chief Engineer of the TV Broadcasting Department of Guangdong Radio and Television Station, expounded the construction practice of Guangdong TV's 4K UHD channel; Shang Feng, Director of the Technical Management Office of Shanghai Media Group, delivered a speech on the theme of "Promoting Channel Construction through the Whole Link and Enabling Ecological Construction across Scenarios"; Sun Yang, Deputy Manager of the Technical Scheduling Center of Hunan Radio, Film and Television Group Co., Ltd., introduced the deployment and practice of Hunan Radio and Television's dual-platform UHD technical system; Wu Hao, Director of the Technical Operation and Maintenance Department of Jiangsu Broadcasting Corporation, shared the practical exploration of the technical system construction of Jiangsu TV's UHD channel; Pan Cunbin, Director of Standards and Industrial Development of Shanghai HiSilicon Technologies Co., Ltd., emphasized the role of newly created audio-visual standards in promoting the development of 4K UHD channels; Jiao Yang, Deputy Secretary-General of UWA, advocated building a "brilliant audio-visual" ecology to help the construction of 4K UHD channels.
This forum reached consensus and took actions from policy guidance to technological research and development, from content innovation to ecological construction, which will accelerate the construction of 4K UHD channels from single-point exploration to systematic development. With the in-depth advancement of the "UHD Year", under the background of continuous policy escort, continuous breakthroughs in independent technologies, and increasingly close industrial collaboration, 4K UHD channels will further expand their coverage and improve content quality. In the years ahead, building on innovation practices that span the entire value chain, 4K UHD channels are poised to emerge as pivotal vehicles for the dissemination of premium cultural content. Not only will they deliver more immersive and awe-inspiring audio-visual experiences to viewers, but they will also spearhead the UHD industry toward a new phase of high-quality development.
